I suspect this is a mushroom that has been parasitized by another fungus. For example see Hypomyces lactifluorum, known as the highly regarded edible “lobster mushroom.” I’m not saying this one is edible, I’ve never seen a lobster mushroom in person and couldn’t identify it confidently.
